Hinds County, Mississippi Arrest Records

Hinds County arrest records are official documentation of arrest events in the county. They are created to provide information about individuals who have been taken into custody by law enforcement for criminal activities. In Hinds County, the arresting agency is responsible for creating and preserving these records. The public interest purposes of arrest records include promoting transparency in the criminal justice system, supporting public monitoring of law enforcement activities, and aiding criminal history background checks.

As official records maintained by government agencies, arrest records are considered public records under the Mississippi  Public Records Act of 1983 and thus open to public access. Hinds County arrest records are maintained by the Hinds County Sheriff’s Office and/or city police departments in the county, such as the Jackson Police Department (JPD).

Note that while arrest records fall under the Mississippi Public Records Act, statewide criminal offender record information does not. The creation and release of “criminal offender record information" by Mississippi’s Criminal Information Center (CIC) is controlled by Miss. Code Ann. § 45-27-1 et seq.

Are Arrest Records Public Information in Hinds County, Mississippi?

Yes, arrest records are public information in Hinds County. This is in accordance with the Mississippi  Public Records Act of 1983, which establishes that records created, used, received, or maintained by public bodies (e.g., law enforcement agencies) are public records and must be available for inspection and copying by any person unless otherwise provided by the act. However, while any interested person, regardless of residency status, can inspect and/or obtain arrest records in Hinds County without any ID requirement, disclosure is generally subject to cost, time, and access methods (section § 25-61-5 (1)(a)).

What Do Public County Arrest Records Contain?

Under the Mississippi Public Records Act of 1983, public Hinds County arrest records typically contain the following:

  • Personal information of the arrestee, such as their full name, age, and date of birth
  • Physical descriptors of the arrestee, such as height, gender, race, eye/hair color, and identifying marks (e.g., tattoos, scars, etc.)
  • Arrest information, such as date, arresting agency
  • Booking information, such as booking date, time, and number
  • Charge information (e.g., charges filed, classification, statutes numbers)
  • Photograph/mugshot
  • Bail or bond information
  • Facility of incarceration
  • Custody status

Note that while most arrest records are public, certain records are withheld from public disclosure under the law to protect the privacy of individuals and safeguard the integrity of ongoing investigations. For example, per Section 25-61-12 of the Mississippi Public Records Act of 1983, police investigative reports are exempt from public disclosure. Other records or data generally withheld from public disclosure include:

  • Juvenile arrestee records
  • Medical data of arrestees
  • Sealed or expunged arrest information
  • Any data whose release could pose a safety risk to a confidential informant or law enforcement personnel
  • Home address and personal data of law enforcement personnel

Hinds County,  Mississippi Arrest Search

Beyond county-level options, arrest records searches in Hinds County are available through:

  • The Mississippi Department of Public Safety. The DPS is the state’s custodian of criminal history records through the Criminal Information Center (CIC). Since criminal history records encompass arrest information, individuals can locate their arrest records from the CIC by performing a name-based background check for $32. When required, the record subject can release their background check results to a third party by completing the  “Release Background Authorization Form.”
  • The Mississippi Department of Corrections (MDOC) Inmate Search: This search tool allows people to lookup inmate records for individuals in state prison facilities. Typically, inmate records contain arrest and booking information, such as charges, dates, and times.
  • FBI's Criminal Justice Information Services (CJIS): Individuals can obtain a copy of their arrest records by submitting a request to the FBI’s Criminal Justice Information Services (CJIS). The records provided by the CJIS will typically include local, state, and federal arrest information. The fee is $18. Alternatively, the Federal Bureau of Prisons (BOP) inmate locator may be used to find arrest information on individuals apprehended by the FBI or other law enforcement agencies and incarcerated in BOP facilities. Search criteria include inmate name or number (i.e., BOP Register Number, DCDC Number, FBI Number, and INS Number).

Hinds County Inmate Locator

The Hinds County “Inmate Query” is the county’s inmate locator through which interested persons can search for and find arrest records and view the photograph of a currently incarcerated inmate. The locator can be searched by name, city, and PIN. Searchers may choose to let the tool list results by arrest date.  The locator lists the following arrest information: name, DOB, height, weight, sex, race, arrest date, arrestee address, arresting agency, charges, and photograph.

Alternatively, interested persons can contact the Hinds County Sheriff’s Office (Records Department) to search and/or obtain arrest records. Contact options include in-person (Monday through Friday, between 8:00 a.m. and 5:00 p.m.), by phone, by fax, and by mail.

Active Warrant Search in Hinds County

An arrest warrant is a court order issued by a judge for law enforcement to apprehend a named person for a criminal offense. Per the Mississippi Rules of Criminal Procedure, Rule  3.1, judges issue arrest warrants when probable cause has been sufficiently established by a charging affidavit and submitted evidence. The affidavit is a sworn, written statement by law enforcement to a judge, outlining the facts and evidence that establish probable cause for an arrest.

Per Rule 3.2, an arrest warrant must contain the name of the defendant (or, if the name is not known, any alias or description by which they can be identified), the defendant’s location if known, the alleged offense, and a command for the defendant’s arrest and production before the issuing judge (or before the nearest or most accessible judge with jurisdiction). 

While not officially stated, the Hinds County Sheriff’s Office, alongside city police departments, maintains and may handle inquiries about active warrants in the county.  As such, persons who wish to inquire about active warrants should contact the Hinds County Sheriff’s Office. Additionally, inquiries can be directed to the Circuit Clerk or a municipal courthouse (for city-issued warrants).

How to Find Arrest Records for Free in Hinds County

The following methods provide free access to arrest records in Hinds County:

  • In-Person Search—Visit the Hinds County Sheriff’s Office Monday through Friday from 8:00 a.m. to 5:00 p.m. to request access to the county’s arrest records. Under the Mississippi Public Records Act of 1983, the sheriff’s office is required to provide inspection and copies of arrest records. While fees may be charged for copying these records, in-person inspections are typically free.
  • Hinds County Inmate Query—Use the county’s inmate search tool to find arrest information for free. The tool allows searches by name, city, and PIN. The inmate query only provides arrest information for current inmates. Contact the sheriff’s office for arrest records of individuals no longer in custody.
  • Third-party sites—As an alternative to official sources, third-party sites may be used to find and access arrest records. However, because they are independently operated aggregate sites, third-party sites may contain limited or outdated arrest records. Therefore, these sites should be used with caution.

Hinds County Arrest Report

An arrest report and an arrest record are often confused as the same thing. However, they're not. An arrest report is a document prepared by the arresting officer after an arrest, detailing the facts and circumstances of the arrest event. This report is narrative in nature and serves as the arresting officers' first-hand account of the arrest, including the reason for the arrest, evidence, and any witness accounts. An arrest record, by contrast, is a broader, summary entry of law-enforcement interactions. Arrest records encompass all arrest incidents. Law enforcement agencies generate aggregate records that compile daily, monthly, or yearly arrest data for the agency as a whole and individual arrest records that show every encounter a specific person has had with law enforcement at the local, state, or federal level.

How to Get an Arrest Record Expunged in Hinds County

Under Mississippi expungement laws, eligible Hinds County arrest records can be expunged.  Rather than physically destroying, these laws allow eligible arrest records to be completely sealed (or removed) from public view. According to the law, individuals can expunge arrests related to first-time non-traffic misdemeanor convictions; certain non-violent felony convictions after a 5-year waiting period; and arrests that resulted in no charges, case dismissal, dropped charges, acquittal, no disposition,  or no guilty verdict at trial (MS Code § 99-15-59; MS Code § 99-15-26 (5); MS Code § 99-19-71).

To expunge arrest records related to no-charge cases or cases that resulted in dropped charges, dismissal, or no guilty verdict, petition the court with jurisdiction over the matter for an expungement order. However, petitions for the expungement of eligible conviction arrest records should be submitted to the justice, county, circuit, or municipal court where the conviction happened. Note that filing fees may apply.

How Do You Remove Hinds County Arrest Records From the Internet?

Hinds County arrest records are public records under the Mississippi Public Records Act of 1983. As such, it is unlawful to publish these records on the internet. However, if a record has been expunged, government agencies and third-party websites are legally obligated to remove it from public view.  As such, individuals who wish to remove their arrest records from the internet should, if eligible, petition the court for an expungement order. A copy of the expungement order, when obtained, should be sent to the public agency or third-party site publishing the records on the internet, demanding removal of such records from the internet and public view. If the agency or third-party platform fails to comply, the record subject is entitled to seek legal redress or damages.
